For education policymakers worldwide, the international university rankings have taken the lead as indicators of institutional performance that are bolstered by the pretense of objectivity in science. Navigating in the Field of University Positioning: on international ranking lists, quality indicators and higher education governing

The construction of transnational and national systems for comparing qualities of universities are presented and discussed. In focus are two important university ranking lists -those produced by the Shanghai Jiao Tong University and by the Times Higher Education Supplement. A Swedish example concerning the making of a resource distribution system based on performance indicators is presented. The Swedish performance indicator system and the international university ranking lists contain similar technologies for comparing universities and are to a large extent based on services of the same multinational corporations. From this point of view ranking lists and systems of performance based governance can be conceived of as globalisation at work.

An evaluation study of the degree of need for classification criteria for Jordanian universities from the point of view of administrative academics in Jordanian universities

The study aimed to find out the degree of availability of classification criteria for Jordanian universities from the point of view of administrative academics in them, and in order to achieve the objectives of the study, a questionnaire consisting of (42) paragraphs was constructed whose validity and reliability was verified, and it was distributed to the study sample consisting of (141) deans, their deputies and heads of departments in University of Jordan. As it retrieved (100) questionnaires. The results showed that the availability of classification criteria for universities in the University of Jordan as a whole was medium, as the highest was for the sixth field "Results and Achievements" with an arithmetic average of (3.88) and with a high degree of availability, and in the last rank the seventh field "Information and its analysis" with an arithmetic average of (3.12) and a moderate degree of availability. The results showed that there were no statistically significant differences in the overall score indicating the differences in the fields of the university classification criteria according to the job title variable, as well as in the fields of the university classification criteria. The study recommended issuing an introductory yearbook for the University of Jordan and its achievements and enabling leaders at the University of Jordan to undertake strategic planning.

Targeted Forming of Ranking Space of University Evaluation

The paper draws attention to the comparative dynamics of university ranking factors for the last five years (2013-2018). The period under review is characterized by an active transition to the information society. The article deals with a relevant problem of identifying factors in the educational organization ranking formation. These factors are significant in the period of transition to an information society. The aim of the research is development and pilot approbation of the author's algorithm of dynamic subject-oriented analysis on factors forming a ranking of an educational institution. The basic methods of this research include: factor analysis for the university ranking formation, theoretical and experimental substantiation of the author's algorithm of dynamic subject-oriented analysis, statistical methods of comparison of teachers and heads of educational organizations, a uniform experimental basis of interpretation and prediction of dynamics of the ranking reflection in the organization's information environment. The author's algorithm is based on the mechanisms of factor analysis of subjective representations. The dynamic basis of the author's algorithm includes the analysis of stability and sustainability of the considered factors observed in the questionnaire surveys conducted in the period from 2013 to 2018. The poll respondents were 150 leaders and pedagogical staff of technical schools and colleges of the Russian Federation. The subjective focus of the author's algorithm consists of separate opinions of teachers and managers on the educational organization ranking. The significance of a number of factors in the ranking structure, which remain relevant for five years, is confirmed. Among such factors are: the developed information and educational environment, the faculty capacity, the number of accredited specialties and the issuance of degree certificates. The ranking structure revealed the most dynamic positions with a high significance and output beyond the limits of the previously established statistical deviation. In addition, there are factors, the priority of which has been identified recently, for example, the factor of demand by entrants, recommended by the management, and the factor of research activity that was recommended by teachers. The predicted changes for the near and distant future were also revealed. We draw a conclusion about the applicability of the proposed algorithm to identify common factors. The role of education system actors in the formation of university rankings is determined. In the open information environment the algorithm contributes to dynamic forecasting for the near and distant future.

Active instruments: on the use of university rankings in developing national systems of higher education

Global university rankings set into motion policy responses that highlight and question our understanding of how policies coordinate policy communities. Rankings are often treated merely as accelerators of reform processes and are not explored sufficiently as diverse organizations consisting of different actors and practices. Their role ought not to be so easily generalized; we suggest instead to study encounters between rankers and national policy contexts as occasions of potential tension. Rankings do not just accelerate existing national policy directions-they can change the policy processes themselves. We draw on two multi-year field studies of India and Denmark to investigate how national reforms and developments within the ranking industry interact in often surprising ways. Rankings do not always do what policy makers expect. We (1) highlight the activity of rankers in these two countries, (2) show the dynamic nature of policy processes, and (3) consider the search for policy reference points among the different actors. We present rankers in motion, policies in motion, and finally the complex nature of the ranking device that needs to be both a relevant and malleable policy instrument but also a fixed and legitimate standard. We extend existing arguments about the role of rankings in policy making by showing concretely how rankings are employed in and shape countries' quests for positioning in the global knowledge economy. Rankings demand new explorations of their production and open up a space for new understandings of the links between policy assemblages and wider processes of transformation.

ABSTRACT This research aims to identify the strategic management in the Jordanian Ministry of Higher Education and the application of TQM adapted in the university colleges which is implemented by management and faculty members. This study focuses on application and analysis of total quality management in colleges of Jordanian Universiti8es . A questionnaire was developed after a careful review of the related literature and consultation with experts from several university and colleges PHD holders in the Business studies departments and Q experts plus more people regarding the subject in management, infrastructure, teaching, examination and objectives of B,S,S and C.S and other people from different programs or department in order to examine the quality of education and its mean, standard deviation, population mean and t-test were applied.. The population selected were ten public and private universities and 20 colleges in Jordan to analyses the proficiency exam and Kaffa'h examination and the students performance. The most important results of the study were that teacher at Jordanian universities abide by the total quality standards in higher education . But all does not designed educational activities to help students independency to pass the ministry Kaffa'h and p[proficiency exam and, does not help students to make decisions in everyday life situations , and does not encourages students teamwork. does he/or she helps the students solve their problems in life, Nor does not link education with student experiences and family cultural backgrounds. The most recommendations were that teachers should design educational activities that help students indepenancy, and the need to assist students to make decisions in everyday life situations , they should encourage university to enhance faculty to implement the q application properly. Moreover it was concluded that both students and teachers agreed that the overall quality of education was poor. There was a slight difference in the opinion of teachers and students and other respondent. Teachers consider quality more at stake as compared to the students’ viewpoint. There should be highly qualified and experienced teachers in colleges of education to educate the future teachers. Better employment opportunities may be created for academics. Their pay scales be revised and they should be given quite an attractive pay package in order to overcome the problem of brain drain of teachers along with improvement in management techniques, infrastructure, examination and objectives of all Programs. It has been recommended that the concerned authorities should take serious notice of the character of colleges in the development of teacher education in Jordan and implement concrete measures for its future improvement.
